Frederick County, Maryland seeks non-profit grant partners for potential collaboration on environmental and energy projects. The requested scope includes developing, implementing, or managing projects that strengthen infrastructure, conserve natural resources, increase renewable energy, prepare for technological advancements, and protect vulnerable populations. Specific task assignments cover cost-effective watershed restoration best management practices approved by the Maryland Department of the Environment, wetland enhancement, reforestation, public education, stormwater management, and design, construction, and inspection oversight. Only United States onshore organizations are eligible to bid, and the vendor will perform work offsite at their office premises. Bidders must submit questions no later than October 20, 2026, and submit final statements of qualifications by Friday, November 13, 2026, at 4:00 pm. The County acts as the sole judge regarding pre-qualification determinations. Bidders must also provide proof of statutory Workers' Compensation insurance, professional liability coverage, and primary, non-contributory insurance naming the County as an additional insured underwritten by a carrier rated A- VI or better.
