Planning and Zoning Code Assessment and Rewrite Service

The City of Worthington requires a qualified professional planning consultant to assess and rewrite its Planning & Zoning Code, which includes Subdivision Regulations. The selected vendor must review the current code for deficiencies, compliance with laws, and alignment with municipal plans; draft an updated code and map revisions; facilitate stakeholder presentations and working sessions; and provide legal review and consultation. Eligibility is limited to USA onshore organizations. Vendors must submit five hardcopies and one electronic copy of their proposal (limited to 25 pages) by 12:00 PM on November 2, 2026, to 374 Highland Avenue. All questions must be submitted to Lee Brown no later than October 16, 2026. Proposals will be evaluated out of 100 points based on professional and technical expertise (20 points), comparable experience (20 points), communication and collaboration (10 points), project approach (20 points), references and work products (20 points), and cost/budget total (10 points). The budget for the project is up to $275,000 USD, and proposers must submit a proposed timeline and a not-to-exceed cost proposal.
