Insurance Brokerage and Benefit Consulting Services

The Southern California Regional Rail Authority seeks a qualified firm to provide insurance brokerage and benefit consulting services. The selected vendor will assist in assessing, marketing, and placing property and casualty insurance, providing technical advice on loss exposures, and advising on solicitation insurance requirements. Scope also includes benefit-related reporting, health and wellness education, employee communications, and human resources support. Only onshore USA organizations are eligible to bid. The contract features a three-year base term with two one-year renewal options. A pre-bid conference takes place on October 9, 2026, and the deadline for questions is October 16, 2026. Proposers must submit complete technical, price, and form proposals electronically through the Authority's vendor portal. Evaluation follows a best-value basis using a 100-point scale: 25 points for firm qualification, 30 points for staff qualification, 15 points for technical approach, and 30 points for price competitiveness. Proposers must not be debarred and must demonstrate relevant transit and heavy rail insurance experience.
