Develop Affordable Rental Housing Service

The Littleton Affordable Housing Trust seeks a qualified developer to purchase, design, permit, construct or rehabilitate, and operate an affordable rental housing development on approximately five acres at 260 Foster St. The buyer requires a maximum of 32 bedrooms, or 35 bedrooms if the existing house is demolished and not replaced, designed for diverse household types with varying affordability levels. Only USA-based developers with a minimum of five years of experience in affordable housing are eligible. The evaluation committee will screen proposals using minimum threshold criteria—including complete submission forms, a Price Proposal Form, and five years of experience—and then evaluate responsive proposals using comparative evaluation criteria to select the most advantageous offer. Bidders must attend a pre-proposal meeting on October 7, 2026, submit questions by October 15, 2026, and deliver proposals by November 18, 2026. Performance occurs onsite in Littleton, MA, with a one-year contract period and a 90-day deadline to execute the Land Development Agreement after notice of award.
