Unified Communications and Telephone System Technology Refresh Service

The City-County of Butte-Silver Bow (BSB) needs a qualified vendor to provide a unified communications and telephone system technology refresh in Butte, MT. The scope requires replacing approximately 380 legacy IP desk phones, providing user licensing, migrating legacy physical servers to a virtualized call-control environment, transitioning PRI telephone service to SIP trunking, and assisting with E911 and RAY BAUM'S Act requirements. To be eligible, respondents must be USA-based organizations duly registered in Montana or able to register. BSB evaluates proposals using a 165-point scale that includes relevant experience (15 points) and total cost of ownership (25 points). BSB will select the vendor based on demonstrated competence and qualification, then negotiate the service agreement. Vendors must submit three sealed bound hard copies and one digital copy by October 16, 2026, at 4:00 p.m. MST to the Clerk and Recorder’s Office. The submittal must include a one-page executive summary and a response of no more than 25 pages covering all required items and a pricing schedule. Questions are due by October 7, 2026, at 12:00 p.m., with responses issued on October 9, 2026.
