Psychological Services

The Township of Franklin in Somerset, NJ needs a licensed psychologist to provide on-site, as-needed psychological services related to job and employment issues for police officers and 911 police dispatchers. The scope requires delivering professional psychological services, submitting key personnel resumes, and providing a three-page Qualification Statement and Proposal with a narrative demonstrating firm capability and understanding of the work. Eligibility is open to USA-based onshore organizations that possess a New Jersey Business Registration Certificate. Applicants must submit sealed proposals to the Purchasing Department by 12:00 P.M. on December 10, 2026. Submissions require one original printed copy, three additional printed copies, and a complete electronic response on a CD or flash drive, alongside a completed Proposal Cost Form. An evaluation team will review proposals based on proposal requirements, price, and other factors, then recommend the highest-ranking respondent to the governing body for contract award. Proposals must remain valid for 60 calendar days after the submission date.
