Phase 1 Powder Model Development Planning and Framework Service

NISP Enterprise requires a consultant to provide Phase 1 planning and framework services for developing the operations for water, diversions, exchanges, and reservoirs (POWDER) model. The selected consultant must review existing model requirements and Poudre River Basin infrastructure, evaluate current models and water-rights administration, identify input data needs and gaps, and create a recommended framework and roadmap to guide future model development. Eligibility is restricted to onshore USA organizations, and the offsite work must be performed under RFP 2027-001. Respondents must submit proposals digitally via email, online, or through RMEPS by November 17, 2026, at 2:00 PM MT. A pre-proposal meeting takes place virtually on October 22, 2026, and all written questions are due via RMEPS by October 29, 2026, at 12:00 PM MT. Required submittals include a cost proposal organized by objective and task with a total not-to-exceed amount, proposal contact information, and an acknowledgment of contract terms. An evaluation committee will score proposals based on qualifications, project team, project approach, schedule, cost, contractual terms, and potential interviews.
