Strategic Planning Consultant Services

The City of Lebanon seeks a strategic planning consultant to develop and execute a public engagement strategy, identify barriers to resident participation, summarize engagement findings, and link strategic priorities to implementation, departmental work plans, budgets, and capital planning. Only onshore USA organizations that possess the necessary technical qualifications, skills, resources, and experience in municipal strategic planning, public engagement, facilitation, and analysis are eligible to apply. Applicants must submit proposals electronically through the City of Lebanon eProcurement Portal at https://LebanonNH.gov/Bids by November 16, 2026, at 5:00 pm. Vendors must submit all questions strictly via the eProcurement portal no later than November 9, 2026, at 11:00 am. Submissions must include a complete proposal, an estimated fee range, and authorized certification. The City evaluates submissions using a points-based system worth up to 70 total points across firm experience (20 points), staff qualifications (20 points), engagement design ability (20 points), and proposed project approach (10 points). The selected vendor will perform the work offsite.
