Behavioural Health Ombudsman Services

The government authority in Indianapolis, Indiana needs a vendor to provide statewide behavioral health ombudsman services. The selected vendor must operate an independent program to investigate complaints involving unlicensed or uncertified mental health agencies, facilities, or programs, while advocating for consumers through mediation, investigations, and referrals. Scope requirements include staffing at least one full-time employee, recruiting and training volunteers, entering premises for investigations, accepting complaints from any source, and issuing recommendations when complaints have merit. Only onshore, USA-based organizations are eligible to bid. The vendor may perform work onsite or offsite. Bidders must attend a pre-bid meeting on October 28, 2026, and submit all questions no later than November 4, 2026. Applicants must submit a proposal for the budget.
