Web-Based Secondary Employment Scheduling System

The City seeks a vendor to provide a web-based secondary employment scheduling system to manage administrative functions, reporting, and management oversight for the Wilmington Police Department. The scope requires administrative tools for secondary employer applications, payroll reporting, invoicing, payment processing, audits, employee geotagging or geofencing, real-time participant notifications, and integration or CSV/API file transfer with City payroll systems. The system must handle single-officer details up to large-scale special events while tracking assets, skill sets, and ranks, and the vendor must supply general liability insurance covering all program personnel. Only United States onshore organizations are eligible to submit proposals for this offsite work.
