Advertising Concession Services

The County of Mercer requires advertising concession services for the Trenton-Mercer Airport to maximize commercial advertising revenue while maintaining the design integrity of the airport terminal and environs. The contractor must deliver commercial indoor and optional outdoor media, utilize local advertisers, incorporate a Flight Information Display System, allow non-revenue community displays, develop innovative concepts, and promote regional tourism and businesses. Eligibility is limited to USA onshore organizations. Proposals must be submitted digitally via email or online by November 17, 2026, at 11:30 A.M., with all questions submitted by November 5, 2026. Submissions must include a mandatory Statement of Ownership, Acknowledgement of Receipt of Addenda, a Business, Operating and Marketing Plan, and a Financial Plan capped at ten single-sided pages. The Financial Plan must detail the proposed percentage of gross revenues payable as a concession fee, a Minimum Annual Guarantee, estimated revenue, and financial references. Key personnel, project managers, and subcontractors are evaluated on management, experience, and personnel qualifications from past similar projects. The contract period is for one year, and submitted proposals must remain open for acceptance for sixty calendar days. Successful bidders must provide proof of required insurance, comply with state statutory regulations, and maintain affirmative action compliance.
