Saguache County Master Plan Consulting Services for Rural Land Use and Development

The Saguache County Department of Land Use seeks qualified planning and consulting firms to prepare a comprehensive Countywide Master Plan. The selected consultant will oversee project management, review existing conditions, execute public engagement, create a future land use framework, and provide policy guidance on solar energy development and implementation strategies. Work will take place offsite. Only onshore USA organizations are eligible to submit proposals. Applicants must submit a concise proposal containing a cover letter, firm qualifications, project team details, project approach, public engagement strategy, proposed schedule, and a lump sum or not-to-exceed fee proposal. Submissions must be delivered by hand, mail, or email to Amber Wilson by November 30, 2026, at 3:00 p.m. Proposals will be evaluated on rural land use experience, understanding of local agricultural and water issues, team qualifications, approach quality, and overall cost.
