Comprehensive Road Infrastructure Condition Assessment and Renewal Strategy Services

The University of Waterloo requires comprehensive road infrastructure condition assessment and renewal strategy services. The selected vendor must minimize campus operational disruptions, maintain vehicle and pedestrian traffic safety control, conduct visual condition surveys and geotechnical investigations, and provide structured GIS-compatible data. Additional deliverables include stakeholder engagement and a draft and final report incorporating lifecycle costs, cost escalation, risk, accessibility, and user demand to prioritize renewal projects. Eligibility is limited to Canadian organizations performing work offsite. Interested vendors must register by October 30, 2026, and attend a mandatory site visit on November 4, 2026, at 11:00 am Eastern Time. Questions must be submitted via email by November 12, 2026. Proposals must be submitted electronically through the Euna portal by November 27, 2026, at 2:30 pm Eastern Time. Evaluators will assess bids based on Respondent Experience, Qualifications, and Capabilities (60 points/60%) and a fixed-cost bid (40 points/40%).
