County of Essex Comprehensive Alcoholism and Drug Abuse Services Competitive Contract

The County of Essex, Division of Community Health, is soliciting competitive contract proposals for comprehensive alcoholism and drug abuse services. The selected vendor must deliver offsite services in Newark, New Jersey, including short-term residential rehabilitation services for adults and adolescents aged 13 to 17. The short-term residential treatment requires a minimum of 12 hours per week of counseling across at least six separate occasions. The resulting contract will cover a three-year period. Eligibility is restricted to public or non-profit onshore U.S. agencies licensed by the State of New Jersey, Department of Human Services, with a business address in New Jersey. Applicants must submit required New Jersey Division of Addiction Services licensure, and supervising staff must be a Licensed Clinical Alcohol and Drug Counselor with five years of experience. Bidders must submit one original and two hard copies in a sealed envelope by November 19, 2026, at 11:00 AM. Double-sided bid packets will not be accepted. Written questions are due no later than eight business days prior to the deadline by 4:30 PM.
