City of Oakland RFP for Homeless Mobile Outreach Services

The City of Oakland, Office of Homelessness Solutions seeks qualified firms to provide mobile, street-based outreach services to individuals and families experiencing unsheltered homelessness. The selected contractor will deliver person-centered, trauma-informed, culturally responsive, and housing-focused street outreach to people living in encampments, vehicles, RVs, sidewalks, tents, and public rights-of-way throughout Oakland. Only USA-based organizations are eligible to apply. Applicants must register in iSupplier at least five days prior to the submission deadline and submit their proposals digitally via iSupplier by Friday, December 4, 2026, at 2:00 PM Pacific Time. A voluntary pre-proposal meeting takes place on November 16, 2026, and the contract term is two years and nine months.
