Chugach Electric Association Request for Proposals for Data Governance and Data Lake Program Phase 1

Chugach Electric Association, Inc. is soliciting proposals from qualified onshore USA firms to deliver an enterprise data governance program. The selected firm will execute a six-month, firm-fixed-price Phase 1 contract starting March 2027 to establish a data governance framework aligned to DAMA-DMBOK, a data classification standard, an ownership and stewardship model, an enterprise source-system inventory, a source-of-truth register, a DCAM maturity baseline, and a current-state findings report. Only onshore USA organizations with at least three completed data governance engagements in the past five years are eligible, with utility experience preferred. Applicants must submit a completed Mutual Non-Disclosure Agreement to receive the RFP documents. Questions are due by email by November 25, 2026, at 12:00 p.m. Alaska Time. Technical and separate cost proposals must be uploaded to Chugach's website by December 14, 2026, at 4:00 p.m. Alaska Time. Evaluation will be based on the best overall value to Chugach according to criteria specified in the RFP documents.
