Statewide Sample Collection, Initial Drug Screening and Confirmation Testing Services

The Judiciary of the State of Hawaiʻi requires a contractor to provide statewide sample collection, initial drug screening, and confirmation testing services for drugs identified in designated panels. Sample collections must take place at the contractor's or approved sub-contractor's testing facility using personnel who follow written procedures approved by the officer-in-charge to prevent tampering. Only onshore USA organizations are eligible to bid, and the successful bidder must demonstrate compliance with Hawaiʻi laws regarding tax clearance, unemployment insurance, and temporary disability insurance. Bidders must submit all questions electronically no later than November 6, 2026. The buyer evaluates proposals based on the lowest total 24-month bid amount, paying the contractor based on actual quantities performed at the unit bid prices stated in the offer form.
