South Dakota Department of Transportation Flagger Safety and Training Improvement Services

The South Dakota Department of Transportation seeks a qualified vendor to provide flagger safety, operations, effectiveness, and training improvement services. The selected vendor will perform offsite work to analyze flagger injuries, evaluate training programs and best practices, examine driver behaviors like distracted driving, and assess innovative safety technologies to develop targeted recommendations for the state. Only onshore USA organizations with demonstrated capability and experience in the subject area are eligible to submit proposals. The firm submission deadline is December 17, 2026, at 5:00 PM CST, and all questions must be submitted by October 28, 2026. A technical panel will evaluate proposals based on established research proposal criteria, and payments will be disbursed in percentages upon the satisfactory completion of specified project deliverables.
