Town of Gilbert Regional P3 Parcel Analysis for Gilbert Regional Park Destination Amenity

The Town of Gilbert is soliciting proposals from qualified onshore USA organizations to conduct a P3 parcel analysis for a designated property within Gilbert Regional Park. The selected vendor will evaluate the property's highest and best use, analyze market conditions, assess physical and environmental site constraints, evaluate financial and risk models, and recommend development strategies for a preferred destination amenity. The agreement term begins upon execution and continues through June 30, 2027. Applicants must email proposals to Bianca Morales by December 2, 2026, at 2:00 PM Local Arizona Time. A virtual pre-proposal conference takes place on November 3, 2026, and all written inquiries are due by November 9, 2026. Submissions must include an acknowledged Solicitation Addendum and a signed proposal form demonstrating intent to be bound. Proposals are evaluated based on Methodology and Approach (60%), Firm Experience and Team Expertise (20%), and Price (20%).
