Fiber Optic Based Internet Network Services

The Indiana Rural Health Association seeks proposals for leased facilities and/or the construction and operation of high-speed fiber optic or equivalent internet services network. The selected respondent must provide or improve broadband connectivity of 10 megabits or higher to healthcare participants located offsite across Indiana. Eligible respondents are USA onshore organizations that meet all FCC and USAC requirements, including providing a valid Service Provider Identification Number. All technical proposals must identify any proposed subcontractors, present information organized per the outline, and include a clearly labeled Google Earth Map or Network Diagram. Proposals face an initial pass/fail review for adherence to requirements before being evaluated on a 100-point scale. Evaluation categories include cost proposal factors, company background and experience, technical proposal elements, and business proposal compliance. All questions must be submitted no later than November 4, 2026.
