Housing Element, SB 341 Annual Reporting, and Housing Advisory Services Consulting

The City of Oroville seeks qualified onshore consultants to prepare its Annual Housing Element Progress Report, the Housing Successor Agency Annual Report required under SB 341, and to provide housing advisory services. The contracted work covers fiscal years 2026-27, 2027-28, and 2028-29, and performance will take place offsite. Consultants must complete required state tables, track housing and financial data, present findings to the City Council if needed, submit reports to HCD and OPR, and coordinate online postings. Only USA organizations with demonstrated experience preparing these reports and familiarity with relevant state laws are eligible to apply. Submissions must include a cover letter with a not-to-exceed fee, a fee schedule, a description of services, three jurisdiction references, and proof of required liability insurance coverage.
