Knox County Right of Way Acquisition Services for Thorn Grove Midway SIA Project

The Knox County Procurement Division is requesting sealed Letters of Interest (LOI) and Requests for Qualifications (RFQ) for right of way acquisition services for the Thorn Grove/Midway SIA Project. The selected vendor will provide property appraisals, market data brochures, independent appraisal reviews, owner negotiations, acquisition documentation, closing assistance, and right of way certification coordination. Applicants must be onshore US organizations registered with Knox County's Online Vendor Registration and pre-qualified with the Tennessee Department of Transportation (TDOT). Questions must be submitted by email to Brian Hubbs no later than November 18, 2026. Applicants must submit one marked original, two exact hard copies, and one electronic copy on a CD or flash drive by December 3, 2026, at 2:00 p.m. local time to the Knox County Procurement Division in Knoxville, TN. Knox County will evaluate LOIs based on work experience, specialized expertise, TDOT approval letters, and professional licensure to select the top three firms. These top firms will then be evaluated on general qualifications, key personnel, current projects and workload, and licensure, insurance, and litigation history.
