Housing Authority of the City of Asheville Security Guard Services RFP

The Housing Authority of the City of Asheville requires a vendor to provide uniformed security guard services on an as-needed basis across its housing developments and affiliated properties. The requested scope includes fixed-post security officers, foot patrols, mobile vehicle patrols, access control, special-event coverage, and emergency or short-notice coverage. Services may operate on a recurring schedule, a defined period, or a one-time basis 24 hours per day, seven days per week, including holidays. Eligible applicants include USA onshore organizations holding a current contract security company license issued by the North Carolina Private Protective Services Board. Questions must be submitted to the Contracting Officer via email by Friday, November 6, 2026, at 3:00 PM ET. Proposals must be submitted digitally via email or online by Tuesday, November 17, 2026, at 3:00 PM ET. The Agency evaluates proposals based on initial responsiveness, followed by objective and subjective evaluation factors scored by a Contracting Officer and an evaluation committee. The contract term is for one year, and the Agency retains the right to negotiate final fees.
