Owner Representative, Cost Estimation, and Management Services for the City of Plainfield

The City of Plainfield is requesting proposals from qualified individuals and firms to provide redevelopment, owner's representative, and cost estimation and management services. The selected vendor will support city staff in evaluating public/private proposals, vetting project budgets including core and shell, interior fit-ups, and systems, and serving as the owner's representative on P3 projects involving design, drawings, and construction. Work must be performed offsite at the vendor's office premises. To be eligible, submitters must be USA-based organizations with a minimum of five years of experience in the State of New Jersey. Applicants must submit technical proposals, cost analyses including hourly rates and reimbursable expenses, along with mandatory forms including an Owner/Stockholder Disclosure Certification, Non-Collusion Affidavit, and Business Registration Certificate. Proposals must be submitted to the Purchasing Division by Friday, November 20, 2026, at 11:00 AM. The contract term runs from January 1, 2027, through December 31, 2027.
