Chittenden County Multi-Jurisdictional Hazard Mitigation Plan Update Service

The Chittenden County Regional Planning Commission seeks qualified onshore USA firms or team of firms to develop a FEMA-compliant Multi-Jurisdictional Hazard Mitigation Plan update for 18 participating municipalities. The selected consultant will design and manage the planning process, conduct risk assessments, prepare meeting materials, draft text and maps, and facilitate local adoption while minimizing demands on municipal staff. Applicants must obtain any required Vermont business licenses prior to contract execution. Applicants must submit a technical proposal and a separate cost proposal via email to Christine Forde by December 4, 2026, at 5 PM. Questions are accepted via email until November 15. Technical proposals are evaluated out of 100 points based on project understanding (40 points), FEMA plan development experience (25 points), key staff qualifications (15 points), schedule and budget approach (10 points), and references (10 points). The anticipated project budget is $130,000.
