Bulloch County Request for Qualifications for Road Asset Management Services

The Bulloch County Board of Commissioners is accepting Statements of Qualifications from GDOT prequalified consultants to provide road asset management services. The selected prime consulting firm will collect and analyze field data, establish a road asset inventory, evaluate pavement and signage maintenance strategies, and generate condition maps alongside multi-year capital improvement plans. To be eligible, applicants must be onshore US organizations appearing on the GDOT prequalification list for the specified area classes and employ at least 50% of the personnel providing the services during the contract term. All questions regarding the solicitation must be submitted by November 13, 2026. Submissions can be sent digitally via email or online, with the final deadline for receipt of proposals set for November 20, 2026, at 3:00 PM EST. A proposal review committee will evaluate submittals based on scoring criteria outlined in the RFQ. The successful consultant will execute a contract subject to a negotiated maximum contract price and must maintain required workers' compensation and general comprehensive liability insurance.
