City of Dallas Subrogation Recovery and Collection Services Request for Proposal

The City of Dallas is requesting proposals for subrogation recovery and collection services for worker's compensation, automobile liability, property, general liability, and other eligible insurance claims. The scope includes identifying, investigating, pursuing, negotiating, and recovering funds from responsible third parties to maximize financial recoveries. Eligibility is restricted to US organizations, and the work must be performed onsite for a contract term of three years. Proposals are evaluated across four criteria: Capability and Expertise (40 points), Overall Approach and Methodology (20 points), Revenue of estimated recovery minus contingency fees (20 points), and the DRIVE Plan (20 points). Applicants must submit various required city forms, litigation cost structures, and contingency fee percentages electronically through the City's solicitation portal by 1:00 PM CST on December 4, 2026. A pre-solicitation conference will be held via Microsoft Teams on November 10, 2026, and all questions must be submitted by 3:00 PM CST on November 16, 2026.
