Law Enforcement Job Task Analysis Services

The Hawaii Law Enforcement Standards Board requires a statewide Law Enforcement Job Task Analysis alongside performance objectives, proposed performance standards and passing levels, assessment recommendations, curriculum recommendations, and certification type recommendations. The selected contractor must examine official and actual field duties across participating agencies, conduct surveys and direct field observations, inventory existing training content, and identify essential tasks. Deliverables include a project plan, data collection instruments, analysis reports, a final report, and an in-person formal presentation in Honolulu, Oahu. Only onshore United States organizations are eligible to bid. Interested vendors must attend a virtual pre-proposal conference on November 16, 2026, and submit all questions no later than December 8, 2026.
