Hawaii DHS Safe Spaces for Youth Program on Oahu

The Hawaii Department of Human Services, Office of Youth Services, requests proposals from onshore USA organizations to deliver a Safe Spaces for Youth Program on the Island of Oahu. The contractor will provide safe, immediate, emergency, and housing stabilization support, including short-term residential placement, crisis stabilization, supervision, and transition assistance for youth facing housing instability or crisis. The contract will run from January 1, 2027, through June 30, 2029, with an option to extend for one additional 24-month period. Applicants must mail proposals postmarked by USPS on or before June 8, 2026, ensure arrival within ten calendar days, and provide electronic notification of mailing by the deadline. Submissions require one original, two spiral-bound copies, and one USB thumb drive, while all questions are due by November 16, 2026. Reviewers will evaluate submissions across three phases totaling 100 points: Service Delivery (55 points), Experience and Capability (15 points), Project Organization and Staffing (15 points), and Financial (15 points).
