Special Education Transportation Services for Bi-County Collaborative Member Districts

The Bi-County Collaborative seeks sealed proposals from qualified vendors to provide special education transportation services for approximately 300 to 500 students across its member school districts. The contractor must provide safe, reliable, and timely vehicle-based transportation while complying with staffing, equipment, and licensing standards. The initial contract term runs from September 1, 2027, through August 31, 2030, with two one-year renewal options. Offerors must submit five copies each of separately sealed price and non-price proposals to the Bi-County Collaborative in Walpole, Massachusetts, by 1:00 P.M. local time on December 2, 2026. All questions are due no later than November 20, 2026. The buyer will evaluate non-price criteria in Stage 1 and comparative criteria in Stage 2 before awarding to the most advantageous proposals from responsible and responsive offerors based on evaluated scores and price.
