The buyer seeks a vendor to develop a New York State Life Sciences Ecosystem Analysis. The contractor must perform offsite work to deliver a comprehensive, data-driven analysis providing objective market intelligence, geographic and submarket competitive assessments, policy and regulatory benchmarking, peer market benchmarking, a site selection factor scorecard, and win/loss deal analyses. Only onshore United States organizations may submit proposals. Respondents must submit all questions by email to [email protected] no later than November 13, 2026. Final proposals must be uploaded to the designated Dropbox link by 2:00 PM ET on December 3, 2027. Evaluation criteria include a fee proposal worth 20 points and diversity practices scored up to 10 points using the Diversity Practices Questionnaire. The buyer also reserves the right to evaluate reference checks to assess past service quality and capability.
