Procurement of One Utility Grade Phase Identification System

The City of Lebanon, Missouri, seeks bids from qualified USA organizations for the purchase of one utility grade phase identification system for its Electric Department. The required system must operate on energized overhead and underground systems from approximately 0.5 volts through 500 kV without de-energization, support direct-contact and non-contact measurements, determine and display phase identification and phase angle, record and store measurements, and include Wi-Fi or equivalent wireless communications. Bidders must submit questions electronically through Ion Wave Technologies by November 18, 2026, at 5:00 PM CT. Final bids are due through the same portal by November 24, 2026, at 2:00 PM CT, and vendors must complete portal registration at least seven calendar days prior to the bid opening date. Bids must include firm delivered pricing and warranty documentation, and proposals must remain valid for thirty calendar days following the closing date.
