About this opportunity
AI summaryThe Defense Logistics Agency (DLA) is conducting a market survey to determine the commercial availability and operational capacity of ocean carriers to transport government-generated hazardous waste from Guam to permitted facilities in the United States. Pursuant to the Military Cargo Preference Act and coastwise trade statutes, DLA is evaluating the availability of qualified U.S.-flagged vessels, including coastwise-endorsed vessels and registry-endorsed vessels under the statutory Guam trade exemption. The agency seeks industry capability data to meet technical environmental safety standards and volume throughput. The cargo encompasses Department of War-generated waste streams, including RCRA-regulated hazardous wastes, contaminated liquids, used oil, spent batteries, contaminated solids, and other hazardous materials. Interested maritime transportation and ocean freight industry partners need to submit only one response.
Scope of work
- Ocean transportation of RCRA-regulated hazardous waste exhibiting ignitability, corrosivity, reactivity, or toxicity characteristics
- Transportation of contaminated liquids including waste fuels, gasoline, solvents, paints, thinners, and wastewater
- Transportation of used oil, oily water, oil filters, sludge, and petroleum contaminated materials
- Transportation of regulated spent batteries including lithium-ion, lithium-metal, lead-acid, and nickel-cadmium batteries
- Transportation of contaminated solids including paint debris, spent blasting media, contaminated soil, and absorbents
- Transportation of oxidizers, corrosive chemicals, flammable substances, aerosol waste, and compressed gas cylinders
- Weekly throughput handling of 2 each 40-foot containers or ISO tank containers from Guam to the U.S. West Coast
Minimum qualifications
- Operation of qualified U.S.-flagged vessels, including coastwise-endorsed vessels or registry endorsements under 46 U.S.C. § 12111(b)
