Integrated Sensing and Communications Prototype Demonstrations Direct-to-Phase-II Small Business Solicitation

The Department of War seeks proposals from small businesses to design, develop, and demonstrate an innovative, dual-use 5G/6G Integrated Sensing and Communications (ISAC) prototype. Contractors must deliver sensing capabilities without degrading primary communication links across diverse environments, leveraging cellular infrastructure, Open RAN interfaces, and AI-native networking across three pathways: fixed infrastructure, mobile platforms, and joint AI radio resource optimization. This solicitation accepts Direct-to-Phase-II proposals only and restricts eligibility to onshore USA organizations capable of meeting a projected CMMC Level 2 self-requirement. Proposers must perform work offsite and include deliverables comprising a program kickoff, monthly status reports, and quarterly technical reviews.
