About this opportunity
AI summaryThe Multifunctional Information Distribution System Program Office seeks a modular software reference implementation of a government-specified tactical waveform on a digital transceiver to transition from legacy field-programmable gate array systems. The contractor will design, integrate, and optimize a real-time, software-defined physical layer implementation using a transceiver software development kit and execute a validation campaign covering functional communication limits, latency, and spectral compliance. Only onshore U.S. organizations and small businesses that are U.S.-owned are eligible to bid. Offerors submitting under this Direct to Phase II topic must provide tangible proof of foundational feasibility that does not rely exclusively on previous or active federally funded SBIR/STTR contracts. Prospective contractors must meet projected CMMC Level 2 requirements, maintain a secret-level facility security clearance, and disclose any proposed use of foreign nationals under ITAR rules. Performance of the work will take place offsite.
Buyer and opportunity details
- Client
- The Multifunctional Information Distribution System (MIDS) Program Office (PMA/PMW-101)
- Solicitation No.
- DON27BZ02-DV029
Scope of work
- Design, develop, and integrate a real-time, software-defined physical layer implementation of the government-specified waveform utilizing a Digital Transceiver SDK
- Validate that the Domain-Specific Architecture processing core on the transceiver natively hosts the specified waveform family
- Port and optimize modular waveform software to run directly on the transceiver processing core for instruction-set efficiency and parallel execution
- Conduct over-the-air or over-the-wire RF transmission testing of the waveform using the transceiver SDK test set
- Execute a comprehensive validation campaign following a government-approved acceptance test plan confirming functional communication limits, latency, and spectral compliance
Minimum qualifications
- Small business that has accomplished Phase I-type research demonstrating foundational feasibility not relying exclusively on active or past federally funded SBIR/STTR contracts
- Documented track record in advanced digital signal processing and engineering of modular, hardware-agnostic software waveforms
- Practical experience optimizing waveforms for heterogeneous compute environments including multi-core CPUs, GPUs, and NPUs
- Working knowledge of governing interoperability standards for the specified military waveform family
- U.S. owned and operated with no foreign influence as defined by 32 U.S.C. 2004.20 et seq., unless acceptable mitigating procedures are approved by DCSA
- Ability to acquire and maintain a Secret level facility and Personnel Security Clearances
- Projected CMMC Level Requirement: Level 2 (Self)
Documents to include with your response
- Documentation substantiating preliminary research, theoretical modeling, simulation results, physical experimentation, and technical risk mapping
- Disclosure of any proposed foreign nationals, country of origin, visa or work permit type, and statement of work tasks
- Documented track record detailing advanced digital signal processing and software waveform engineering experience
