About this opportunity
AI summaryThe buyer seeks a contractor to develop a platform-agnostic, fully autonomous Agentic Swarm Intelligence (SI) swarm system for multidomain naval operations across sea, air, space, land, and cyber. The requested software must achieve self-awareness, rapid operational scalability, self-replication, and hybrid-evolution while employing active, embedded SI guardrail enforcers to strictly validate policies, security, and operational safety. Initial scope includes defining the challenge problem, conducting a requirements analysis, building a low-cost proof-of-concept prototype, assessing feasibility against measurable performance metrics, and delivering a Phase II prototype development plan. Participation is restricted to onshore USA organizations that are U.S.-owned, and offerors must disclose any proposed use of foreign nationals. Prospective contractors must meet projected CMMC Level 2 requirements, perform work offsite, and maintain the capacity to acquire a secret-level facility clearance for classified work in later phases. The solicitation lists a performance threshold requiring 0% safety and boundary violations, but it does not specify proposal submission instructions, deadlines, evaluation criteria, or total budget.
