Tribal Government Strategic Planning and Long-Term Governance Development Services

The Confederated Tribes of the Colville Reservation seeks proposals for government strategic planning and long-term governance development services. The selected contractor will design a long-term strategic vision, develop governance and resource allocation models, prioritize economic development opportunities, and establish an implementation framework. Bidders must be United States onshore organizations, with Indian preference applied to qualified Indian-owned economic enterprises possessing Tribal Employment Rights Office certification. All questions are due by 3:00 p.m. PST on November 20, 2026. Proposals must be submitted by mail, hand delivery, or email to Cody Desautel by 3:30 p.m. PST on December 10, 2026. The buyer will evaluate offers using a 100-point scale assessing firm qualifications, strategic planning experience with U.S. tribes, staff qualifications, TERO certification, and cost.
