Telecommunication Project Management and General Consulting Services for LA-RICS

The Los Angeles Regional Interoperable Communications System seeks proposals for telecommunication project management and general consulting services. The selected contractor will provide comprehensive project and program management, engineering, technical, construction, real estate, environmental, radio programming, outreach, and administrative support services for the authority's regional public-safety communications program. Eligibility is restricted to onshore United States organizations, and the work will be performed offsite. Prospective bidders must attend a mandatory proposers' conference on December 8, 2026, and must submit all questions by December 15, 2026. The authority will first review submissions on a pass-fail basis for adherence to minimum mandatory requirements, including mandatory conference attendance and submission of required forms. An evaluation committee will then score eligible submissions, weighting business proposals at 80% and cost proposals at 20% to determine the highest-overall rated proposer.
