State and Local Government Relations and Advocacy Services for Newport Beach

The City of Newport Beach seeks proposals from qualified proposers to deliver state and local government relations and advocacy services. The selected contractor will represent the City's position on State and County matters to elected and appointed officials in support of the City's legislative platform and strategic plans. Performance of the work will take place offsite under a proposed two-year contract term with options for two additional one-year renewals. Eligibility is limited to onshore United States organizations. Proposers must submit their bids and mandatory separate cost files through the City of Newport Beach PlanetBids portal by 1:00 PM on December 4, 2026. All questions must be submitted through the portal's Q&A tab no later than 12:00 PM on November 18, 2026. Proposals will be evaluated based on responses to all provisions of the solicitation, with pricing considered alongside other non-cost criteria.
