Transit-Oriented Development Public-Private Partnership Outside Legal Counsel Services

The Capital Metropolitan Transportation Authority seeks outside legal counsel for a Transit-Oriented Development Public-Private Partnership project. The selected contractor will provide legal advice on project initiation, rezoning, and entitlement strategies, negotiate key transaction provisions, and offer guidance throughout response reviews and procurement evaluations. Eligibility is limited to onshore United States organizations performing work offsite, and the contractor must directly perform at least 30 percent of the services. Offerors must submit proposals electronically via PlanetBids prior to 3:00 P.M. CST on December 9, 2026. A pre-proposal conference takes place on November 19, 2026, at 10:00 A.M. CST, and written questions are due by 3:00 P.M. CST on November 30, 2026. Submittals must include pricing schedules, representations and certifications, and firm financial data.
