Cost-Of-Service Study, Rate Design, and Dynamic Pricing Services

San Diego Community Power requires a qualified firm to provide a comprehensive cost-of-service study, rate design analysis, dynamic pricing evaluation, product strategy, analytical models, and stakeholder support. The scope includes reviewing historical financial and operational data, functionalizing and allocating costs, developing customer-class load profiles and rate alternatives, and demonstrating revenue adequacy across customer classes. Eligibility is limited to onshore United States organizations performing work offsite. Bidders must submit one electronic copy through the PlanetBids eBidding portal by January 11, 2027, at 5:00 p.m. PT, as emailed submissions will not be accepted. Questions are due by November 20, 2026, at 5:00 p.m. PT. Submissions must include bidder information, references, qualifications, and a fee and rate schedule detailing fixed fees for base tasks and optional scope. Contracts will be awarded to the bidder that best meets requirements at the lowest estimated cost, spanning from execution through completion of services.
