The buyer requires a vendor to provide a fully integrated, proven cloud-based permitting system and the professional services necessary to implement it. The requested scope includes supporting permitting, technical review, fee calculation, cashiering, inspections, environmental compliance, customer self-service, document management, and reporting. The solution must feature a customer portal for electronic submissions and payments, active directory security integration, dynamic workflows, and real-time data access to eliminate re-keying. The buyer expects the system to enhance automation and reduce manual processes. Eligibility is limited to onshore, United States organizations only, and all work performance will occur offsite. The buyer accepts digital response submissions via email or online and requests proposals to establish the budget. Vendors must submit all questions no later than September 23, 2026.
