Enterprise Housing Management and Financial Software

Decatur Housing requires an enterprise housing management and financial software solution. The financial management scope includes multi-fund accounting, chart of accounts management, financial reporting, electronic approvals and workflows, purchase orders, tracking collections, budget preparation, and custom financial statements. The housing management scope covers applicant intake and waiting list management, landlord and owner management, electronic workflows and notifications, leasing and move-in/move-out processing, asset and equipment tracking, utility allowance management, and tenant file management. Performance of the work will be offsite. Only onshore vendors located in the USA are eligible to bid. Bidders can submit responses digitally via email or online, and all questions are due no later than October 08, 2026. Bidders must include required attachments, including the Form of Proposal, Profile of Firm, Price Proposal, Non-Collusive Affidavit, Certification Concerning EEO, Company Hiring Policy, and Certification of a Drug-Free Workplace. An evaluation committee and Contracting Officer will evaluate proposals using a 100-point scale based on capability (25 points), ability to perform the work (20 points), past performance (20 points), methodology and approach (20 points), and pricing (15 points). Proposers must receive a total calculated average of at least 70 points to be considered for an award. The contract term is one year.
