Impact Fee Study Services

The City of Richmond Hill needs a qualified firm to conduct an Impact Fee Study to analyze the feasibility of impact fees and establish a fee schedule during calendar year 2027. The scope requires analyzing eligible services, developing a fee schedule, evaluating reductions, providing administrative guidance, assisting with a Capital Improvements Element, and issuing a written assessment. Eligible bidders must hold onshore USA status, maintain a Georgia business license, possess at least five years of planning or fiscal analysis experience, and carry $2,000,000 in professional liability insurance. Bidders must mail or deliver one signed, single-sided printed copy and one digital PDF copy on a flash drive to the Finance Department by November 5, 2026, at 3:00 p.m. Inquirers must submit written questions to the Planning & Zoning Director by October 16, 2026, at 5:00 p.m. The buyer evaluates proposals using a 100-point scale based on price, capacity and experience, meeting schedules, references, and RFP completeness. The city's tentative budget ranges between $35,000 and $75,000.
