Technical Service Providers

The Connecticut Green Bank requires one or two qualified technical service providers to deliver diverse technical, energy, environmental, and financial services on an ongoing basis and on short notice. The scope spans multiple support areas including regulatory support, benefit-cost analysis, rate design, financial modeling, forecasting, environmental impacts, and technology assessment to support clean energy investment in Connecticut. Only United States onshore organizations are eligible to bid. Bidders must submit proposals electronically in searchable Word, Excel, or PDF files no later than Friday, October 16, 2026, at 11:59 p.m. Proposals must include a listing of three client references for similar services, employee and project evaluations, a W-9 form, electronic payment instructions, and a sworn State of Connecticut Campaign Contribution Certification form. Contractors may also be required to participate in an interview with Green Bank staff.
