Evaluation, Monitoring and Verification Consultant Services

The New Hampshire Department of Energy seeks qualified firms to provide evaluation, monitoring, and verification (EM&V) consultant services. The requested scope includes providing advice on EM&V issues, methods, scheduling, technical resource manual updates, and ISO-NE forward capacity market requirements. The contractor must also support EM&V studies, recommend third-party evaluators, oversee contract management to maintain budgets and schedules, establish metrics, and provide policy advice or commission testimony. Only onshore, USA-based organizations are eligible to bid. Proposers must submit written inquiries by October 9, 2026, and deliver typed PDF proposals electronically to [email protected] by November 5, 2026, at 12:00 p.m. EST. Paper copies will not be accepted. The buyer will evaluate eligible proposals using a 100-point scoring criteria system that assesses scope, timelines, qualifications, experience, and cost details. The contract term will last for three years. Bidders must submit a detailed project fee and cost estimate description, including hourly rates by position, to meet the buyer's requirement for proposal pricing.
