Researching Survey Services

The Region of Peel requires a vendor to provide researching survey services. The selected contractor must design questionnaires, manage all fielding aspects—such as telephone, online, and mail-out surveys, or focus groups—and prepare written reports of the results. The scope of work will be performed offsite. Only Canadian organizations are eligible to bid. Bidders must submit proposals electronically through the buyer's bidding system by 12:00 noon local time on Tuesday, October 27, 2026. An evaluation committee will evaluate proposals using a two-phase process. Phase I assesses technical criteria, bidder profile, staff experience, and sample project approaches out of 80 or 68 points, depending on whether the committee requests remote presentations and interviews worth 12 points. Technical proposals must meet a minimum threshold of 52 points out of 80, or 44 points out of 68, to proceed. Phase II evaluates financial proposals worth 20 points, awarding maximum points to the lowest-priced submission and pro-rating the remaining bids. The contract term is one year.
