Shelby County requires a vendor to configure, install, test, and operate a telecommunications solution within 30 days of contract execution. The vendor must provide SIP trunk services for traditional voice and fax functionalities, support multiple IP failovers, maintain a local support representative within a 50-mile radius, and offer 24/7 technical assistance alongside an online portal for real-time circuit monitoring. Participation is restricted to onshore US organizations, and the county will evaluate bids to select the lowest responsible bidder meeting specifications based on delivery terms, quality, and past service experience. Bidders must submit sealed written bids in triplicate, including one original and two copies, to the Chief Financial Officer in Columbiana, Alabama, by 2:15 P.M. on October 13, 2026. Electronic, faxed, or oral submissions will be rejected. Bidders must submit all questions in writing to Mary Horton by 12:00 P.M. on October 6, 2026. The contract initial period lasts one year, with options to extend up to three years, or a maximum term of 36 months.
