The Town of North Kingstown, Rhode Island, seeks proposals for the sale and redevelopment of the publicly owned Oak Hill property in its present condition. The buyer requires a viable, sustainable redevelopment proposal that maximizes long-term value, fits the surrounding neighborhood, and complies with all regulations. Work must be performed on-site, and the selected respondent must secure and fund all necessary permits and regulatory approvals. Eligibility is restricted to onshore USA organizations, with domestic entities required to provide a certificate of good standing and foreign entities requiring a certificate of authority to perform work in Rhode Island. Proposers must mail or hand-deliver one original, three hard copies, and one thumb drive copy in a sealed envelope to the Planning & Development Department by November 9, 2026, at 2:00 PM. An optional site visit takes place on October 15, 2026, at 10:00 AM. Proposals must include an executive summary, general narrative, financial purchase offer, project schedule, experience history, evidence of financial capacity, a notarized non-collusion affidavit, and ownership affidavits for interests exceeding ten percent. A municipal review team will evaluate responsive proposals based on qualifications and experience (20%), regulatory understanding, and purchase price offered.
