General Business Support Technical Assistance Services

The City of Boston Office of Economic Opportunity & Inclusion seeks competitive quotes from responsible and responsive business consulting vendors to provide tailored business support and technical assistance to Boston Cannabis Equity Program businesses. The selected vendor must deliver offsite general business support—including business planning, licensing application assistance, meeting and hearing preparation, market research, regulatory compliance, financial management, marketing, workshops, group sessions, stakeholder coordination, reporting, and guidance materials—to enable safe, efficient, and compliant operations. Eligibility is limited to onshore, USA-based organizations with experience completing at least three general business consulting engagements, including two or more examples serving public-sector stakeholders, diverse businesses, or equity-focused programs. Vendors must also demonstrate relevant experience with complex regulatory requirements and provide two to three references. Applicants must submit quotes electronically through the City of Boston Supplier Portal by December 1, 2026, at 12:00 PM. Questions regarding the opportunity are due by November 9, 2026, and a virtual Q&A session will occur on November 9, 2026, at 6:00 PM. The City will evaluate responsive and responsible proposals based on minimum quality criteria, qualifications, capacity, and price, awarding the contract to the qualified vendor offering the lowest price.
